DECK RAILING HEIGHT
REQUIREMENTS IN MARYLAND

Railings are the part of a deck that inspectors look at most closely, and the part most often built wrong on older DMV decks. Most counties in Maryland and Virginia, and DC, base their residential rules on the International Residential Code, with local amendments. The numbers below are the common baseline; always confirm with your county or city before building, since local rules and adopted code editions vary.

THE COMMON RULES

ItemTypical Requirement
When a guard (railing) is requiredWhen the deck surface is more than 30 inches above the ground below
Minimum guard height36 inches, measured from the deck surface
Baluster spacingA 4-inch sphere must not pass through any opening
Stair handrail height34–38 inches, measured from the stair nosings
Stair handrail requiredUsually when there are four or more risers
StrengthGuard posts and rails must resist a specified outward load

WHERE OLD DECKS FALL SHORT

A wobbly railing is the most urgent deck repair there is. If a post moves when you push on it, keep people off that section until it's fixed.

PERMITS AND HOA

New decks and many deck rebuilds need a building permit, and in HOA communities, design approval too. Replacing deck boards in kind usually doesn't. See our guide to HOA approval, and for repair costs, our deck refinishing and repair cost guide.
