TURNOVERS: THE BIG ONE
Turnovers are where budgets break. A light turn — touch-up paint, cleaning, minor repairs — might run $1,500–$3,000 on a 3-bedroom. A full turn after a long tenancy, with full interior paint, flooring replacement in high-traffic rooms, fixture and hardware replacement and appliance work, commonly runs $6,000–$15,000. SPEND HERE TO SAVE LATER
- Durable finishes: LVP instead of carpet, satin or eggshell washable paint in one standard color, and quartz or laminate counters that survive tenants.
- Standardization: the same paint color, faucet line and light fixtures across every unit makes turns faster and touch-ups invisible.
- Water first: caulk tubs and showers, check under sinks, and watch for soft floors at every turn. Water damage is the most expensive problem that starts small.
- Documentation: dated photos of every room at move-in and move-out protect your security deposit decisions.
LICENSING AND INSPECTIONS
Most DMV jurisdictions require rental licensing, and several — including DC, Montgomery County and Prince George's County — inspect rental properties. Common inspection failures are easy to budget for: missing smoke or CO detectors, GFCI outlets near water, handrails, peeling paint (especially in pre-1978 homes, where lead-safe practices apply), and broken window locks.
Set aside a separate capital reserve for big-ticket items — roof, HVAC system, water heater — on top of the maintenance budget. A water heater lasts roughly 8–12 years; knowing each one's age turns a surprise into a scheduled replacement.
